Simon is seven years old. His mother Suzanne is overworked with her puppet shows and her lessons at the university. She is single and can not spare so much as one minute for her son. Suzanne then hires a Thai nursemaid studying cinema in Paris. The boy spends a lot of time with her listening to music or on outings throughout the city. On his way back from school they must go past streets and cafés in their district. But Simon also has a strange friend that follows him around everywhere. He is the only one to see a red balloon floating above the Paris rooftops, a fantasy based on the medium-length film - not infantile, but about children - The Red Balloon (1956) by Albert Lamorisse.
